How can video backgrounds be optimized for different screen sizes?

I'm trying to adjust a video for different resolutions and screen sizes, but I can't seem to make it work properly. Perhaps I'm using the wrong tools or methods, so I came here for advice. How would you optimize a video for different devices and their screen sizes without sacrificing the quality?

If you're using a video background that only shows up properly on a desktop's wider screen but gets cropped out in portrait devices, you can: change the background so that all content is in the center, crop the video so it shows up smaller but completely on mobile, or create two separate videos for desktop and mobile.
